Hon. Salim Mvurya Mgala E.G.H is the immediate former Cabinet Secretary for Mining, Blue Economy and Maritime Affairs, a role he served from October 2022 to July 2024. Prior to his appointment as Cabinet Secretary, he served as Governor of Kwale  County for 10 years (two terms), from 2013 to 2022. He also served as the vice chairman of the Council of Governors, Chairperson of the Jumuiya ya Kaunti za Pwani, founder member and treasurer of Kinango Professionals Association, and Chairperson of the Kwale Health Forum in Kwale District, among others.

Hon. Mvurya possesses a degree in Agri-Business Management from Egerton University. He holds a Master of Arts degree in Participation, Power and Social Change from the Institute Of Development Studies, University of Sussex in the United Kingdom. Hon. Mvurya has vast experience in government, national, and international non-governmental organizations (NGOs). He is endowed with leadership, development and management experience spanning over a period of 27 years.
